改正憲法で大統領経験者に不逮捕特権を与えると定めたのを受け、
大統領経験者が生涯にわたって訴追されない権利を保障する改正法案
に署名した。従来は在職中の行為のみが免責対象だった。自らの退任
に備えた動きとみられる。
改正法によると、大統領経験者は刑事、行政責任を問われず、
当局による尋問や捜索などを免れる。
国家反逆罪などの重大な罪に問われた場合も、免責特権の剝奪には
最高裁の承認や上下両院の3分の2以上の賛成などが必要になった。
改正憲法は7月に発効し、2024年に現在の通算4期目の任期が切れる
